Non-official Actors in Yemen

The roles of some active groups in Yemen have evolved into competing with the State in some of its roles, or discharging functions that are supposed to be exclusively discharged by the State. These organised groups are displaying power and the ability to block the system and impede its function to participate with it in the sharing of power and influence.
